When this file is played as audio at 44.1kHz Stereo Signed-24-bit PCM, it plays the song Dissident by Filmmaker.
The 16,777,216 samples which make up the recording were made unique, and therefore could be said to contain all possible 16,777,216 RGB colours in the 24bpp colour space, or in other words all possible 16,777,216 24-bit audio sample amplitude values, or in other words all possible 3-byte strings. If you open the raw file in a text editor, you will find text instructions to play it. This can be done in Audacity by selecting "File" - "Import" - "Raw..." Use offset of 122 bytes to skip beyond the BMP Header.

The method of uniquification of values was a simple offset of the amplitude (RGB) value by +/- 1 until a unused value is found.
